If the dialed phone number is matching a rule do not forget to add the outbound prefix in the replace field if the resulting number is a public phone number. If the line is using the default external caller ID, go to System Settings > General > Defaults > Caller ID. From General > Outbound Call Options, note which number the line is using as its External Caller ID. Try repositioning your phone or move near a window. Select Lines in the left navigation menu and then select the line that's having outbound call issues. If no rule matches then the default phone number analysis (see note above) will apply.
